Separate a rule from an experience
A published rule can describe a condition. An experience report says what one participant believes happened. An actual outcome requires a matched decision or payment record. Keeping those evidence types separate is more useful than turning a comment count into a success rate.
Do not transfer a rule between similarly sized accounts or providers merely because a comment calls them comparable. Check the actual version relevant to the account being considered.
Read the country restriction as well
